    Initial Proposal & Investment License

    Ministry of Planning and Investment (MPI)

    We help you draft and submit a comprehensive investment proposal to the MPI, proving the financial and technical capacity of the foreign entity. Once approved, you are issued a Foreign Investment License.

  2. 02

    Memorandum of Understanding (MOU)

    Ministry of Energy and Mines (MEM)

    We approach the MEM to negotiate an MOU — granting exclusive rights to conduct preliminary geological surveys or clean energy site-feasibility assessments for a specified area and time period.

  3. 03

    Exploration & Project Development Agreement

    Provincial Authorities

    If the initial survey shows promise, we guide you through signing a PDA — allowing physical exploration, technical site drilling, or meteorological/hydrological telemetry layout setup.

  4. 04

    Feasibility Study & ESIA Approval

    Ministry of Natural Resources and Environment (MONRE)

    A detailed Economic and Technical Feasibility Study alongside an Environmental and Social Impact Assessment. We coordinate community consultations and secure the Environmental Compliance Certificate.

  5. 05

    Concession Agreement or PPA Negotiation

    Lao Government / Électricité du Laos

    Final negotiations for the Concession Agreement or long-term Power Purchase Agreement dictating operational lifespans, royalty rates, tariffs, and land lease terms.

  6. 06

    Operational Permitting & Compliance

    Multiple Ministries

    Securing final construction licenses, water usage rights, labor quotas for foreign staff, and ongoing customs and export permitting for cross-border operations.
